Maternity leave for married women government servants is now considered duty time for counting probation periods and for probation declarations, as per issued orders.
As stated in the first referenced government order, maternity leave on full pay for married state government employees has been increased from 120 days to 180 days, aligning with Government of India employees. This leave is granted only to those with fewer than two surviving children.
According to Annexure VIII of the A.P Fundamental Rules under Statutory Service Rules, leave taken by a probationer interrupts probation continuity. Consequently, married women employees who take maternity leave during probation may face extended probation periods and potential seniority loss.
In a second reference, the Chairman of APJAC, Amaravathi, Vijayawada, has advocated for maternity leave granted during probation to be treated as duty time for probation purposes, similar to practices in the Kerala Government. This change involves no financial impact and benefits a limited number of women.
After thorough consideration, the government orders that maternity leave granted as per the first reference shall count as duty time for probation period calculation and probation declaration. However, other types of leave combined with maternity leave will not count as duty time for probation, following existing rules.
These orders will take effect prospectively and after necessary amendments to the A.P. State and Subordinate Service Rules, 1996, A.P Fundamental Rules & A.P Leave Rules are made.
