PENSIONERS - DIGITAL LIFE CERTIFICATE - DOOR STEP SERVICES
PENSION/FAMILY
PENSION - Simplification of Mustering
Process- inclusion of various options for the convenience of the
Andhra Pradesh State Government Pensioners for mustering and producing Life
Certificate/Digital Life Certificate by
utilizing the Door Step Services of the India Post Payments Bank (lPPB) from
the year 2023 onwards-Orders-Issued
ORDER:
In the Government Order first read above, orders were issued
allowing the pensioners for
submission of Digital Life
Certificate online along
with non- employment
and non rem Brriage /non-
marriage certificates annually by the service pensioners/ family pensioners in different months through Aadhaar Based Biometric Authentication using SRDH
verification service developed by the
Treasury Department outside Jeevan
Pramaan Portal in any
of the Treasuries/Pensioners Associations/Mee-Seva centers/from home of
pensioners.
2. In
the Cir Memo 2"" read above, the period of submission of Digital /Physical life certificate is limited to 2 months
(January and February only) from the year 2020 on wards.
3. In the reference 4" read above,
the Member (Banking & DBT),
Postal Services Board has
requested to advise all Departments
concerned to avail the
service provided by Andhra Pradesh India Post Payment Bank
(lPPB) and also promote the services among the pensioners of the Department.
4. In the reference 5 read above, the
General Manager & Circle Head. Andhra Pradesh India Post Payments Bank
(IPPB) has requested to enable the availability
of assisted Digital Life
Certificate (DLC) services
to Andhra Pradesh
State Government pensioners
with a nominal fee of Rs.70/-
(inclusive of taxes) per transaction through India Post Payments Bank.
5. In the reference 6" read above,
the DTA has stated that they have tested the system with the Department Personnel
and Pension Payment System is working satisfactorily and is useful to the
pensioners. Further with regard to
payment of a nominal fee Rs.70/- (inclusive of taxes ) from the pensioners
seems reasonable as at present every pensioner is incurring higher cost outside internet
centers other than Treasury, hence it is recommended.
6. In view of the above and after careful examination
of the proposal, the Government
hereby accord permission to share be following details
of Pensioners/Family Pensioners to carry out mustering process on a
regular basis from the year 2023 onwards.
a. Pensioners Name.
b. Aadhaar Number or
Virtual ID (Registration of Aadhaar with the Pension Disbursing
Authority should have been done already) with all
safeguard/confidentiality. c. Address
with Pin code.
d. Mobile Number.
7. The
Pensioners at their convenience
is allowed to choose any one
of the following facilities and submit their Life Certificates within 2
months ie. January and February of every
year.
1. Digital
Life Certificate (DLC) through Jeevan Pramaan Portal by using the services ofany one ofthe
following entities as per the convenience and option ofthe pensioners.
a. India Post Payments Bank (IPPB) with Door Step Service. b. Mee-Seva
centres/Common Services Centers
c. Pensioners' Associations having
biometric device connected
with Jeevan Pramaan portal.
2. Direct Mustering (Physical
Appearance)
8. The Director of Treasuries and
Accounts is directed to appoint a Nodal
Officer in each District Treasury and
also give wide publicity on availability
of Services being provided by various Service providers for Digital Life Certificate through Social Media, Advertisement in newspapers besides
requesting various service
providers to also
advertise and reach
the Pensioners I Family Pensioners
in the State to create awareness.
All the Treasury Officers/ Sub-Treasury Officers/Pension Payment Officer
shall motivate e-mustering
by giving wide publicity and facilitate the pensioners/Family Pensioners
