G.O.MS.No.145 Dated: 08-11-2019-Re-defining and Re-classification of the PD Account structure, Re-establishing the Audit processes 

ORDER:

Orders were issued in the G.O.Ms No. 99, Finance (Cash & Debt Management) Department, dated:14/08/2019, inter-alia, re-defining and reclassifying the Personal Deposit accounts. It was ordered therein that PD Accounts should be reclassified under (M.H) 8443: Civil Deposits-(Minor Head) 106- Personal Deposits, that Group Sub-head (GSH) is being introduced into Deposit HoA classification in order to track the source of funds flowing into the PD accounts and that Detailed Head (DH) and Sub-detailed Head (SDH) strings can be further used, where ever needed, to provide granularity.
  1. In ANNEXURE-I to GO Ms. No. 99, Dated 14/08/2019 RE-CLASSIFIED HEADS OF ACCOUNTS for use in PUBLIC ACCOUNT, this granularity has not been maintained as enunciated in the G.O and the new DH and SDH are maintained as "000000".
  2. In order to rectify this shortfall and to implement the G.O in letter and spirit, further review of the classification of PD accounts and other deposit accounts has been undertaken to bring about more granularity to each of the account with reference to the Organization/department and the scheme of funds. Accordingly, the accounts have been further re-classified using the Detailed Head and Sub-detailed Head strings also and updated in the CFMS System. A list of these accounts is annexed as Annexure-I.
  3. The Government Orders that the above said granularity should be maintained whenever a new PD Account Head of Account / Deposit Head of Account is ordered to be created.
  4. All the officers are instructed to follow the above instructions scrupulously.
  5. The Director of Treasuries and Accounts, Andhra Pradesh/ Pay and Accounts Officer, Andhra Pradesh shall issue suitable instructions to their unit offices to ensure proper scrutiny of the PD Account / Deposit Account bills preferred by the PD Administrators / Deposit Account holders.
  6. The Chief Executive Officer, Andhra Pradesh Centre for Financial Systems and Services, Andhra Pradesh shall take necessary action to populate the modified HoAs along with balances in CFMS interface against the each existing HoA, in addition to ensuring the operability of the functionality/processes defined herein.
  7. The Director of Treasuries and Accounts, Andhra Pradesh shall take necessary action in proposing amendments to the existing Codal provisions wherever necessary basing on the new categorization of Personal Deposit Accounts/Deposit Accounts indicated.

ORDER:
In the circumstances explained by the Finance (HR.V) Department in the reference read above, Government hereby constitute a Group of Ministers under Rule 12(4) of the A.P. Government Business Rules, 2018, with the following Ministers:-


2. The Group of Ministers shall review the report dated 28.02.2019 of Expert Committee headed by Sri. S.P.Tucker, IAS (Retd), former Chief Secretary to Government on Contributory Pension Scheme and furnish it’s recommendations to Government for taking a decision in the matter.
3. The Principal Finance Secretary to Government, Finance Department shall be the Member-Convener of the above Group of Ministers

Preliminary Anser Keys - APSET 2017

 The candidates, who have appeared for the Andhra Pradesh State Eligibility Test (APSET-2017) on 30th July, 2017 are informed that the key related to Paper – I (General Paper), Paper – II and Paper – III of their subjects will be kept on APSET website (www.apset.net.in) on 10th August, 2017. The key will remain in the website for 5 days (15. 08.2017). If any candidate has objection(s) with regard to the key of any paper, he/she has to appeal with substantial evidence(documentary), justification and proof of writing the examination i. e, scanned copies of Admit card, and submit the same through email : apsetau@gmail.com to the Member Secretary, APSET-2017, Andhra University, Visakhapatnam on or before 5 pm. on 15.08.2017 for necessary action. Subject Experts decision in this matter is final.

Any objections received after the scheduled time or without the documentary support will not be entertained.

INSTRUCTIONS TO CANDIDATES

1. Read the instructions given on the test booklet carefully.
2. The candidate will be provided with carbonless OMR sheet for answering the questions.
3. The Personal data of the candidate such as Name of the Candidate, Hall Ticket No., Subject and Centre of the examination will be printed on the OMR answer sheet.
4. Verify and cross check your personal data printed on the OMR sheet with your hall Ticket.
5. Use only blue/black ball point pen for darkening the correct responses. Use of whitener or eraser of any type is strictly prohibited and such kind of OMR sheets will not be evaluated.
6. Take care at the time of bubbling the circles as Pen marking must not spread over the adjacent circles or any other Place on the
OMR sheet. The OMR scanner(Machine) reading is final.
7. Handover the OMR answer sheet to the invigilator after completion of the Test.
8. All the three papers consist of multiple choice type of questions. Each question has four alternative responses marked as (A), (B), (C) and (D). You have to bubble the circle by identifying the correct answer.
9. Separate OMR answer sheets will be provided for paper I,II and III.
10. Carbonless copy of the OMR sheet (bottom sheet) and used test booklets can be taken away by the candidate after completion of the test.
11. There are no negative marks for incorrect answers.
12. Candidates should reach the Centre of the Examination at least one hour before the commencement of the Examination.
13. Candidates are not allowed after 9.50 AM for paper-I and II and after 2.20 PM for paper-III.
14. No candidate will be allowed to leave the examination hall until 12.00 Noon in the 1st session and 3.30 PM in the 2nd session.
15. Candidate should affix their signature and thumb impression at the prescribed space in the attendance sheet.
16. Use of cell phones/calculators/log  tables and any other electronic gadgets are strictly prohibited in the examination hall.
17. Examination timings will be as follows:
Paper I: 09:30 AM to 10:45 AM Paper II: 11:15 AM to 12:30 PM Paper III: 02:00 PM to 04:30 PM
