G.O.MS.No. 19, Dated: 20-04-2020-Fixation of fee structure and Special fee for B.Ed., course in Private Un-Aided Professional Institutes in the State of Andhra Pradesh for the year 2019-20 – Notification.
O R D E R:
The A.P. Higher Education Regulatory and Monitoring Commission (APHERMC), in its meeting held on 21.03.2020 has resolved to fix the fee structure and Special fee for B.Ed. course for the year 2019-20 in respect of Private Un- Aided Professional Institutions in the State of Andhra Pradesh.
2. The Secretary, A.P. Higher Education Regulatory and Monitoring Commission in his letter 3rd read above has furnished the Minutes of the Meeting of A.P. Higher Education Regulatory and Monitoring Commission held on 21.03.2020 along with the recommendations regarding the fee structure for B.Ed., for the year 2019-20 in respect of Private Un-Aided Professional Institutions in the State of Andhra Pradesh and requested to issue necessary Notification in the matter.
3. Government after careful examination of the matter, hereby issue the following Notification which shall be publishedU in the Andhra Pradesh Extra- Ordinary Gazette:

NOTIFICATION
4. In exercise of the powers conferred under Rule 8 of the A.P. Higher Education Regulatory and Monitoring Commission Rules, 2019 issued in G.O.Ms.No.49, Higher Education (UE) Department, dated 11.10.2019 and in pursuance of the resolutions of the A.P. Higher Education Regulatory and Monitoring Commission (APHERMC), in their Meeting held on 21.03.2020, the Commission recommended the fee structure for Private Un-Aided Professional Institutions offering B.Ed. course in the State of Andhra Pradesh.
5. Accordingly, the Government of Andhra Pradesh hereby notify the following Tuition Fee and special fee structure for B.Ed., course in Private Un-Aided Professional Institutes in the State of Andhra Pradesh for the year 2019-20:
1. The fee structure for (354) Private Un-Aided Professional Institutions offering B.Ed. course in the State of Andhra Pradesh is appended as Annexure to this order.
2. Special fee is of Rs.3000/- (Three thousand Rupees only) per annum for each student as specified below for all the Private unaided (Minority and Non-Minority) B.Ed. Colleges in the State for the year 2019–20.
6. Consequently, Government hereby issue the following directions to
the concerned Private Un-aided (Minority and Non-Minority) B.Ed
Institutions:
i. The institutions shall not charge any capitation fee or any amount unauthorizedly or illegally under any other head or guise, either directly or indirectly, other than the fee fixed by the Commission, as collection of any such unauthorized amounts would amount to charging of Capitation Fee. The surplus (profit) that is generated from the collection of the Fee must be for the benefit of the institutions, and cannot be diverted for other purposes or for personal gain.
ii. The institutions are informed that the fixation of Fee Structure by the Commission will not by itself enable or permit the managements to run any courses, if the courses are not recognized/permitted by the Government/ NCTE/Concerned University.
iii. The fee, now recommended by the APHER&MC for the year 2019-20 is based on the details/figures uploaded by the institutions on line and is subject to further physical verification. If it is found that any of the data given by the institutions is not correct, the fee shall be revised at a later date and these facts shall be informed to the University concerned and NCTE for taking necessary action in accordance with law. Besides, such institutions/colleges, including the persons responsible, shall also be liable for penal consequences.
