MTS Teachers - Transfer Guidelines
Allotment of Minimum Time Scale (MTS) Teachers – Academic Year 2025–26: Instructions Issued
The School Education Department has issued important instructions regarding the renewal and allotment of Minimum Time Scale (MTS) teachers from DSC 2008 and DSC 1998 for the academic year 2025–26.
Renewal Period:
As per the Government’s orders, services of DSC 2008 and DSC 1998 MTS teachers are renewed for 11 months, from 01.06.2025 to 30.04.2026, with a one-month break, under the principle of "No Work – No Pay."
This decision has been made with the concurrence of the Finance Department to ensure smooth academic functioning in Government schools.
Transfers Already Completed:
It is also noted that regular transfers of Headmasters and Teachers have already been completed as per G.O.Ms.No.22, dated 20.05.2025.
Instructions for Allotment of MTS Teachers:
All District Educational Officers (DEOs) are instructed to allot places for MTS teachers based on need and following these guidelines:
Priority Order:

First preference to DSC 2008 candidates.

Next preference to DSC 1998 candidates.
Criteria for Allotment:
i. No-Teacher Schools
Schools where at least one SGT post is sanctioned but no teacher is working.
ii. Single-Teacher Schools
Schools where 2 or more SGTs are sanctioned but only one teacher is working.
iii. Model Primary Schools (Sanctioned: 4+1)
If only one SGT is working, allot two MTS teachers.
iv. Model Primary Schools (Sanctioned: 3+1)
If only one SGT is working, allot one MTS teacher.
v. Three-Teacher Schools
Schools with 3 sanctioned SGTs and only two teachers currently working.
Surplus SGTs:

If a district has surplus SGTs, they should be allotted to clusters from Category IV to I proportionately.

If surplus MTS SGTs still remain, allot them to:

Category IV clusters first

Then to Category III clusters

Vacancy Identification & Deadline:
DEOs must identify vacancies as per the above instructions and complete the allotment of MTS teachers by 20.06.2025 without fail.
Final Note:
All District Educational Officers are directed to ensure that the entire process is conducted transparently and strictly as per the guidelines issued by the Directorate of School Education.
This step is crucial to strengthen academic delivery and address teacher shortages in Government schools across the state
