Andhra Pradesh Government Advances Swarna Andhra Vision @2047 through Efficient Grouping and Deployment of Secretariat Functionaries
The Government of Andhra Pradesh has taken a transformative step towards strengthening Real-Time Governance and improving public service delivery by restructuring its Village and Ward Secretariats.
📌 Streamlining Governance at the Grassroots Level
In a move aligned with the Swarna Andhra Vision @2047, the state government, through its 4th referenced order, has initiated the rationalization of Village/Ward Secretariats and functionaries. This initiative is designed to ensure effective implementation of real-time governance at the village and ward levels.
📊 Categorization of Functionaries
To optimize the functionality of these local administrative units, the government has:

Categorized the functionaries working in Village/Ward Secretariats into three distinct groups.

Assigned a fixed number of staff to each secretariat based on its classification.
This strategic move is intended to enhance the efficiency of public service delivery, implementation of welfare schemes, and the execution of various government programs at the grassroots level.
👥 Deployment of General-Purpose Functionaries
As per the 5th referenced government order, instructions have been issued for deploying General-Purpose Functionaries according to the categorization of each Village/Ward Secretariat. These designations ensure that every secretariat is adequately staffed to meet the administrative and service needs of the local population.
🗺️ Grouping Secretariats for Specialized Services
Recognizing the need for specialized support, the Director of Grama/Ward Sachivalayam (GSWS) proposed the grouping of two or more Village/Ward Secretariats based on geographical proximity. The objective is to:

Facilitate the deployment of Specific Purpose Functionaries (SPFs) to serve these groupings efficiently.

Ensure specialized services are delivered effectively across all rural and urban clusters.
💻 AP SEVA Portal Integration
To support this digital transformation:

A feature was introduced in the AP SEVA Portal enabling the creation and management of Secretariat Groups.

This tool is now live within the dashboards of MPDOs (Mandal Parishad Development Officers) and Municipal Commissioners.
With this new module, 15,004 Village/Ward Secretariats have been successfully grouped into 7,715 Secretariat clusters. These groupings were subsequently verified and approved by the District Collectors across the state.
