G.O.Rt.No.584, Dated:19-03-2020 - COVID-19 (Corona Virus)- Closure of Institutions in overseas countries- Appointment of Handholding Officers and Setting-up of Control Rooms for facilitating the students/ people of Andhra Pradesh coming back from overseas countries. .
ORDER:
1. It has been observed that many Institutions such as Schools/ Colleges/ Universities and other establishments located in various countries affected by COVID-19 have/ are beingclosed downandstudents/ people of these institutions are coming back to Andhra Pradesh.
2. To facilitate the return of the students/ people from above institutions to Andhra Pradesh, the following Standard Operating Procedure (SOP) is put in place:
a. Government of Andhra Pradesh will setup 2 Control Rooms, one each in Delhi and Andhra Pradesh.The Control Room in Delhi will be established in Andhra Pradesh Bhavan, New Delhi whereas, the second Control Roomwill be established in Andhra Pradesh Non-Residential Telugu Society (APNRT) Cell in Andhra Pradesh Secretariat, Velagapudi, Guntur.
b. The concerned contact person in the above Control Rooms will be as follows:
c. Commissioner, Information &Public Relations, Govt. of Andhra Pradesh,will utilize all available broadcasting and communication channels to popularize the above stated phone numbers amongst the international Non-resident Telugu communities.
d. Similarly, APNRT society will make efforts to popularize these phone numbers amongst various NRT Associations throughout the globe.
e. In General Administration Department, Mr. J. Venkata Murali, IAS, Deputy Secretary, Co-ordination (Ph: +919515113245) will bethe overall coordinator for the above stated Control Rooms. Mr. Murali will form a WhatsApp group with all the members of control rooms and District Collectors as members. All the information received by the control rooms or by Mr. Murali, will be shared in this group.
f. AP Bhavan will appoint Hand-Holding Officers who will be in touch with and handhold with the students/ persons,who want to return to Andhra Pradesh and also coordinate with the families of the respective students/ persons, with the help of concerned District Collector(s). The duty of the Hand-Holding Officer is to track the movement of these students/ people.
g. Whenever information is received regarding an individual or a group, the members of control rooms will report to AP Bhavan and an Officer of AP Bhavan will meet the concerned Officer in Ministry of External Affairs, Ministry of Civil Aviation and the respective Embassy.
h. The concerned Officer of AP Bhavan willapprise Sri V. Vijayasai Reddy, (Member of Parliament) Special representative of Andhra Pradesh. He will meet the Minister of External Affairs in-person or depute a Member of Parliament to discuss the issue.
i. A High-Level Task Force, comprising of the following members, will be set up to monitor the entire operations:
i. Sri Alla Kali Krishna Srinivas, Dy. Chief Minister, Health, Family Welfare & Medical Education
ii. Sri Mekapati Goutham Reddy, Minister, Industries, Commerce, Information Technology, Skill Development and Training
iii. Sri Sajjala Ramakrishna Reddy, Advisor to Govt. of Andhra Pradesh, Public Affairs
iv. Sri Medapati S Venkat, Advisor to Govt. of Andhra Pradesh, NRT Affairs,Services and Investments and President, APNRT Society
3. The spirit of the above SOP is to enable every Non-Resident Telugustudent/ person, who wants to come back to Andhra Pradesh due to closure of overseas institutions, to have a hassle-free journey from their respective country to Andhra Pradesh. The endeavor of Govt. of Andhra Pradesh will be to facilitate and track the journey of students/ people back to Andhra Pradesh.
4. The above SOP will come into effect from 12 Noon on 19/03/2020 and will remain operational till further orders.
