The Andhra Pradesh Teachers (Regulation of Transfers) Guidelines, 2020 – Clarifications – Issued – Reg.

The attention of the District Educational Officers, Srikakulam, Visakhapatnam, Ananthapuramu and Chittoor are invited to the references cited and they are informed that the following clarifications are issued:

Clarification requested: Though the individuals are transferred under rationalization June-2011 transfers, without raising roll same posts are sanctioned at old places in the same academic year again. Hence as per the APAT interim directions (i.e. OA No.262 of 2012) commissioner and director of school education issued orders (Rc.No.54/D1-1/2012, Dt.18. 01.2012) to the concerned and DEOs to implement court orders without any clarification and re-back them to their old places. The DEO, Srikakulam issued orders by cancelling transfer counselling 2011(Rc.No.409/A1/2012,Dt.25.01.2012)to the teachers who transferred under rationalization and sent back them into their previous places prior to rationalization. So that the applicants are requesting to consider their station seniority from July 21st 2009 onwards, which they have posted first time in the place, for station service points in 2020 transfers

Clarification issued: Follow guideline.6 of G.O.Ms.No.54, School Education, Dept., Dt.12.10.2020 and G.O.Ms.No.59 School Education (Ser.II) Dept., dt. 24.11.2020.

Clarification requested:Smt.P.Rajani, SGT, MPPS, N.Thimmapuram, Guntakal stated that her husband expired on 02.12.2020 and requested to utilize the widow preferential category

Clarification issued:Yes (Eligible)

Clarification requested: Sri.N.Maruthi Prasad, SGT, MPPS, N.Venkatampalli, Guntakal Mandal stated that he was transferred on utilizing spouse points during the transfer counselling 2012 and not joined in the new place, due to non joining of reliever. Later on 31.12.2012 joined in the opted place. Now, requested to utilize the spouse points in the present transfer counselling.

Clarification issued: Follow Note.2 of guideline.10 of G.O.Ms.No.54, School Education, Dept., Dt.12.10.2020

Clarification requested:Sri.Md.Faiyaz Ahmed, SA(BS), ZPHS (Urdu), Kandriga Muslim Wada stated that he was transferred on utilizing spouse points during the transfer counselling 2017 and not joined in the new place i.e., ZPHS, Gadi, Kalikiri Mandal, due to non joining of reliever. Now, requested to issue orders to join i.e., ZPHS(Urdu), Gadi, Kalikiri Mandal.

Clarification issued:Relieve the individual so as to enable him to join in the already transferred place

Clarification requested Requested to issue clarification to consider the upper age limit of the dependents children (Male & Female) is prescribed for consideration of the teachers who applied for transfers under preferential category.

Clarification requested : Whether to consider the candidature of the teachers who acquired Telugu / Spl.Telugu in graduation as an optional/ additional subject/ single subject be considered for promotion to the post of School Assistant (Telugu) irrespective of availability of vacancies and acquiring qualifications prior to 05.02.2017. If to be considered, whether a fresh promotion counselling conducted to the post of School Assistant (Telugu) duly cancelling the previous counselling

Clarification issued:Take up promotions of School Assistant (Languages) by revising the list including single subject also as per seniority and eligibility as per G.O.Ms.No.56, School Education, Dept., Dt.16.10.2020.
